It appears from God's word that God's way of installing righteous leaders differs from the way most of His own people attempt to go about it.
"If you will fear the Lord, and serve him, and hearken to his voice, and not provoke the mouth of the Lord: then shall both you, and the king who reigneth over you, be followers of the Lord your God" (1Sam. 12:14, DRB). If I understand this correctly, obedience to God is what ensures that "Godly leaders" will be installed to rule over us; not pulling the lever in a voting booth. Of course, to accept this approach would mean that, for the most part, God's own people have chosen a manner inconsistent with His will, as well as His ways.
"And the Lord said to Samuel: Hearken to the voice of the people in all that they say to thee. For they have not rejected thee, but me, that I should not reign over them" (1Sam. 8:7, DRB).
Is God capable of installing Godly leaders to rule over us?
"Therefore fear the Lord, and serve him in truth, and with your whole heart, for you have seen the great works which he hath done among you. But if you will still do wickedly: both you and your king shall perish together. (1Sam. 12:24-5, DRB).
"As streams of waters, the king's heart is in the hand of Jehovah; He turns it wherever He desires" (Pro 21:1, LITV).
