Former Serbian Prime Minister Vojislav Kostunica is planning to hold a rally and a march to the U.S. Embassy in Belgrade, Serbia, on Feb. 27 in protest of the U.N. proposal for Kosovo's independence. Kostunica will use the rally to display the extent of Serbia's opposition to the proposal. He also will use it to demonstrate his political strength ahead of negotiations to form a new Serbian government. If Kostunica cannot draw as large a crowd as he has promised, he will have exposed his weakness.
