Shalom all,
This is Adar 1, by default. No sighting of the New Moon, means that the new month begins on the 31st. day because no lunar month is longer than 29.5/30.00 days in length. The clouds over Jerusalem, and Israel are just a natural sign of what is happening in the spiritual; I believe. These are dark days for Israel and the whole world. Truly an ushering in of Purim time.
