Bush Nominates America's First Super Spy

After months of discussion and following the recommendations of the September 11 Commission last year, President Bush yesterday announced his nomination for the post of Director of National Intelligence.

John Negroponte, a forty-year career diplomat, if confirmed, will oversee the efforts of the American intelligence community, including all of the 'alphabet' agencies, like the CIA, NSC and FBI.

The new post is hardly a cosmetic 'fix;-- Negroponte will not only have the responsibility for coordinating intelligence efforts and presenting the President with the daily national intelligence assessments, he will also hold what is, in Washington, the most powerful 'hammer' of all -- their budgets.

In all, Negroponte will oversee an intelligence-gathering budget of more than forty billion dollars, pretty much assuring total cooperation from the various agencies themselves.

Although Negroponte has no background in intelligence, that is viewed as a plus. Since he isn't part of the intelligence community, he has no built-in biases or loyalties to cloud either his policies or his judgment when it comes to matters of national security and intelligence gathering.

Negroponte has served in eight countries on three continents during nearly 40 years in the Foreign Service, including US Ambassador to the United Nations when that agency, together with France, Germany, Russia and China, was fighting to keep Saddam in power so that they could continue looting the Iraqi Oil-For-Food fund with impunity.

And to keep nosy US investigators from obtaining Saddam's documents detailing the depth and breadth of the thefts and the names of the thieves.

Negroponte is currently serving as US Ambassador to Iraq, where that US embassy does double duty as the hub of America's largest foreign-based intelligence gathering apparatus.

The US embassy in Iraq is home to no fewer than 500 spies from various US agencies, all working under the guise of 'foreign service' officers.

In his new post, Negroponte will wield unprecedented power because of his role as "primary briefer" on intelligence, a job previously handled by the director of the CIA, and his authority to force the agencies to share information and "to order the collection of new intelligence."

The DNI, which is not a Cabinet position, will be independent from the executive branch, and will not even have an office in the White House's West Wing.

The president, in nominating Negroponte, warned that that the coming changes could be "unsettling," but he said they were necessary to prevent inter-agency territorial disputes from compromising national security, as they did in the period leading up to the September 11 attacks.

Post 9/11 investigations determined that, if all the various agencies had freely shared the intelligence they had each gathered independently, there was a high probability that September 11, 2001, would have been just another day.

Assessment:

The creation of a sort of 'Grand Poohbah' of all intelligence services is, in the natural, the most logical response to the 9/11 attacks and the most logical way to conduct what is, in the final analysis, a world war in which intelligence is not just the first line of defense against future attack, it is the ONLY line of defense.

While it is our troops that are on the front lines, their function is to take the battle to the enemy. In this war, that is pretty much impossible until after that enemy has been identified by US intelligence sources.

Sorting out the 'good guys' [if there are any] from the bad guys in the Islamic world is a little like separating flecks of dirt from pepper, if you catch the drift. Without accurate intelligence, our only choice would be to kill everybody and then let God sort it out -- an approach last used during the Allied bombing raids of World War Two.

The Left is certain to oppose Negroponte on the grounds that he played a key role in setting up the 'Contra' army that waged war against the ruling Sandinistas in Nicaragua while he was serving as the US Ambassador to Honduras.

That approach reveals more about America's leftists than they are evidently aware.

In 1985, led by Senator John Kerry, the forces of the left were able to slam through legislation that made it illegal for the United States to aid the Nicaraguan rebels in their effort to overthrow the Sandinistas, a brutal, repressive Communist dictatorship with ties to both Moscow and Havana.

The pro-Communist effort in the Senate forced the Reagan administration into making strategic compromises that erupted into the national scandal known as the 'Iran-Contra Affair' -- which helped bring about the conditions that eventually resulted in the export of Islamic jihad to America's shores by establishing America's reputation as a 'paper tiger'.

In any case, the creation of the office of the DNI will put all of America's eggs in one basket, which is both a good thing, and a bad thing, depending on the perspective from which it is viewed.

Taking the short-term view, it is the only sensible and logical response to the threat facing America. It was the failure of US intelligence that allowed the jihadists to set up shop in America, virtually unnoticed until the first attack on the World Trade Center by a cadre of Islamic jihadists headquartered in Newark, New Jersey.

Doing nothing to revamp US intelligence services even after the threat was identified resulted in the 1993 attack that killed six people and wounded more than a thousand others.

Had there been a Grand Poohbah in charge of all US intelligence efforts back then, it is at least probable that the Twin Towers might yet grace the New York City skyline.

But in the long-term, the creation of the post is another step along the way toward the Bible's predicted one world under antichrist.

While it is, at this point in time, a necessary and long-overdue response to the Islamic jihad against the West, it is another step along the way toward conditioning the world for the coming super Fuhrer of Revelation.

It is an axiom of history that 'power corrupts, and absolute power corrupts absolutely' and absolute power is accomplished by consolidating as much power as possible into as few hands as necessary.

We've discussed the dangers inherent in the concentration of most of the world's media into the hands of just a few corporate executives who control the corporations that control the flow of information to the public.

Were the antichrist to have come on the scene a decade ago, he would have had to somehow co-opt thousands of independent editors and news organizations into speaking with a single voice.

Today, he would only need to control the dozen or so executives who control Viacom, Newscorp, Disney, General Electric and AOL/Time-Warner to be the undisputed master of the propaganda machine that the Apostle John says falls into the hands of the False Prophet of Revelation 13.

Similarly, two decades ago, controlling the mechanics and intricacies of the global economy necessary for the antichrist to wield the extraordinary power to limit the ability John says he will have over the ability to buy and sell -- down to the individual level -- would have been all but impossible.

Today, the world's central banks and central bankers are all part of the global World Trade Association.

To borrow a line from American Express, 'membership has its privileges'. Conversely, losing membership has its liabilities. Bankers don't like liabilities.

But the control of the global economic and propaganda machines isn't enough. John says that 'power was given him to make war with the [Tribulation] saints, and to overcome them.'

To accomplish that, the antichrist will require the same intelligence gathering capabilities that the United States now needs to conduct the war on terror.

To that end, John says that "power was given him over all kindreds, and tongues, and nations." [Revelation 13:7]

According to John, any who refuse to accept the economic 'mark of the beast’ [and to worship the beast in exchange for membership] will find themselves isolated from participating in even the basic economic necessities of life.

And he causeth all, both small and great, rich and poor, free and bond, to receive a mark in their right hand, or in their foreheads: And that no man might buy or sell, save he that had the mark, or the name of the beast, or the number of his name." [Revelation 13:16-17]

Lest there be some misunderstanding, I am NOT saying that John Negroponte is the antichrist, or that he is part of the antichrist's system.

The antichrist has not yet come upon the scene, and nobody has imposed an economic mark or symbol on a global scale that includes worship as the price of admission.

Without central control of a global intelligence service, he would have no way of enforcing it. Neither am I saying that the US DNI is that global intelligence service or that it plays any role during the Tribulation.

Instead, America -- the most freedom loving society the world has ever known -- is more than willing to sit still for the creation and consolidation of all three elements, the propaganda apparatus, a global economic system, and now, an overarching national security service headed by a single individual and answerable only to the president.

And all three seem necessary and right and completely acceptable, given the alternatives.

"There is a way which seemeth right unto a man, but the end thereof are the ways of death." [Proverbs 14:12, 16:25]
