    You could be correct, however Zechariah 14:2 doesn't say a word about the Palestinians.  They may or may not exist as a nation at that time.  Zechariah 14 is speaking of the very end of the Tribulation when the Lord returns back to the earth.  Those nations in that verse are the nations that are still in existence as the Tribulation draws to a close.  That may include the Palestinian state and it may not.  I doubt if anyone can dogmatically answer that question before the time arrives. 
    But even if there is a Palestinian state [or cause] among the nations mentioned in Zechariah 14:2, why would they stop with only half the city?  That is not really what they want.  Such a claim is just propaganda.  What they really want is to totally eradicate Israel from off the face of the earth.  That has always been evident.  And it was made evident again this very week in a speech made in Arabic by Abbas to his Palestinian buddies.  The Palestinians don't want half the city of Jerusalem.  They want it all! 
    Zechariah 14, kept in context, goes right on to reveal that the Jews in that half of the city not taken are literally fighting for their lives and about to be overcome.  That is when the Lord Himself will come sweeping back over the top of the mount of Olives to save them [physically and spiritually], the mountain will split in half creating a great valley, and those Jews that were backed up against the mountain fighting for their lives will flee through that valley to safety.  The Lord Himself will then destroy the armies of all those nations, causing their blood to flow to the bridle bits of the horses through the Kidron valley [the valley that separates the mount of Olives from the rest of the city of Jerusalem].

     The way I read Zechariah 14:2, it appears it is inevitable there will be a “Palestinian State” before the commencement of the “Time of Jacob’s troubles” - For I will gather all nations against Jerusalem to battle; and the city shall be taken, and the houses rifled, and the women ravished; AND HALF OF THE CITY SHALL GO FORTH INTO CAPTIVITY, and the residue of the people shall not be cut off from the city.

     If I understand this prophecy correctly, Jerusalem will be surrounded by ARAB armies (Luke 21:20) at the commencement of the great tribulation. When they invade Jerusalem, only half of the city will go forth into captivity, because the other half (East Jerusalem) will have already been given BACK to the Palestinians prior to this point thru a Palestinian State! The PLO has made it clear of there intensions to get back East Jerusalem like they had occupied it before 1967. After they get East Jerusalem as the capital of their new State, then they will use the excuse of the “Pre-1948 Right-of-Return” imagination to invade Israel and kill the Jews to get back ALL the land they gave up before May 14, 1948.

     If someone has a more Scripturally correct interpretation of Zec.14:2, please post it.
