Of COURSE they mean inserting a microchip...they have been doing it in florida for the last ten years!  That's where all the PEOPLE research came from! Weird story:  My vet believes in this so strongly that she will no longer treat either unneutered animals, or un-"chipped" ones.  Before I knew the Lord, about six years ago, I went to have it done to my dog...she had set up a service in her parking lot!  They got to me, and the injector stopped working!  They went to get another one, and....they lost power on THAT one, also!  They were walking around and shaking them, banging them on a table, etc.  I told them "what am I supposed to do now?  Vet says I MUST have it!  They wrote a note about non-functioning equiptment, and forgot to date it!  I have been handing it to the vet every time she asks about her chip...I don't lie or anything, and I have been living off the same excuse for six years!  She never questions it!
  Weirder still...I got back in my car, and the injector worked on the next person.  I GOT BACK IN LINE, and when they got to me....it stopped again!  The nurse their said with a laugh,  "you must be jinxed!".  I got back in my car, and as far as I know, they continued the rest of the day!  My girl is in a wheel chair now, and the love of my life.  But, now that I know what it is, I may be forced to NOT GET another dog when she goes, or to just trust its health to the Lord and forgo vet visits!
  Just this year, they re-wrote some of the NAIS requirements due to be implimented this summer (about forced chipping of every livestock and GPS registration of owner) which is good, because it INCLUDED even ONE rabbit or guinea pig...and I had both!  Now it just says for "meat bearing" animals....for the time being.  But we know that won't be for long!!
  Wake up out there, people!!  This is already implemented!!!  It only requires the stroke of a pen to include us...say, after a disater or something.  Beware!!
