'DAVID Miliband yesterday called for greater military co- operation between European countries - fuelling fears of a possible EU army to rival Nato. Setting out his 20-year vision for Europe, the Foreign Secretary said the EU should be better prepared to fight conflict around the world and be a 'model power of regional co-operation' which was not afraid to use military force.

His comments were seized on by critics as the first step towards a joint EU army. They carried extra potency because he delivered his s p e e c h i n Bruges, the city where Margaret Thatcher issued her famous Eurosceptic rallying cry almost 20 years ago.'

BRUGES, Belgium, Nov. 16 (UPI) -- British Foreign Secretary David Miliband, in a speech at the College of Europe, said the European Union needs to increase its independent military force.

Miliband, in his address Thursday, agreed with French President Nicholas Sarkozy on the need to improve the EU's military capacity, the EU Observer reported. French Defense Minister Herve Morin said in an interview this week that France will make military matters a top priority during its EU presidency.

Miliband disagreed with Sarkozy on changing the union's institutions. An early draft of his speech reportedly called for an "EU military capabilities charter," but that was reportedly dropped on orders from Prime Minister Gordon Brown.

"It's frankly embarrassing that when European nations -- with almost 2 million men and women under arms -- are only able, at a stretch, to deploy around 100,000 at any one time," Miliband said.

He said only 35 of the organization's 1,200 available transport helicopters are deployed in Afghanistan.

He also called for the strengthening of NATO, the US-led military alliance of which France and most EU countries are members, but made it clear that he was envisioning a partnership of equals: “Both go together: an independent Europe de la défense and an Atlantic organisation in which we will play a full part.”

David Miliband yesterday called for greater military cooperation between European countries - fuelling fears of a possible EU army to rival Nato.
Setting out his 20-year vision for the future of Europe, the Foreign Secretary said the EU should be better prepared to fight conflict around the world and be a "model power of regional cooperation" which was not afraid to use military force.
His comments were seized on by critics as the first step towards a joint EU army and carried extra potency because he delivered his speech in Bruges, the city where Margaret Thatcher issued her famous Eurosceptic rallying cry almost 20 years ago to the day.
The Tories said the Government should instead be fulfilling its promise for a referendum on the EU treaty.
At the College of Bruges, Mr Miliband said: "For success, the EU must be open to ideas, trade and people ... and it must be able to deploy soft and hard power to promote democracy and tackle conflicts beyond its borders.
"It's embarrassing that European nations - with almost two million men and women under arms - are only able, at a stretch, to deploy around 100,000 at any one time.
"European nations need to identify the challenges we face; the capabilities we consequently need; then identify targets for national investment in equipment, research, development and training necessary to make more of our armed forces.
"A second thing we must do is to strengthen our ability to respond to crises.
"Increasing our capacity to put peacekeepers into the field - whether on UN, EU or Nato missions - is a crucial part of cooperation."
The EU should draw on "the power of Europe as an idea and model to do those things to provide-security and prosperity for the next generation of Europeans", he added.
Mr Miliband's aides insisted he was not proposing an EU army but instead greater cooperation for member states' military forces to work with Nato.
Shadow defence secretary Dr Liam Fox said: "There should be more talk on how to make Nato work better. If EU defence capabilities can truly be increased, they must be also brought under the Nato umbrella."
Mr Miliband has been desperate to draw attention away from the hue and cry which has followed the Government's denial of a referendum on the EU reform treaty - seen as a European constitution in all but name.
Shadow foreign secretary William Hague said: "Europe cannot be a 'model power' if it lacks democratic legitimacy.
"If Miliband wants to test his vision for Europe he should keep the manifesto pledge and ask the British people what they think."
