I remember the fellow on Zola's program several years ago and ordered his book, which I have somewhere.  Heavy stuff.  I think he claims to prove the literal 6-day creation (young earth) and the old earth theory are compatible.

In answer to your question, fellow Dove Wayne Coleman sent me the below information:

The person she is referring to is Barry Setterfield. His website is http://www.setterfield.org/. Barry was one of the first people to compile evidence that the speed of light has been slowing down since creation. Of course, it has been shown that as you approach the speed of light, time for you slows down causing events that you are witnessing to speed up. If the speed of light slows, it affects our perception of time, mainly from Cesium clocks which have been our time standard for the last 30 years (before that it was based on the earth's orbit around the sun). The problem is that the Cesium clocks are affected by this same phenomena that is slowing the speed of light making the measuring stick change at the same time you are trying to use to to measure something.

The significance of this is that there is evidence that as recently as 6000 years ago the speed of light may have been as much as 10 trillion times faster than it is now. The speed of light has long been thought of by science as a constant. The evidence that this is not the case could mean that carbon dating methods are in error by factors of millions of years older than they would have been if the speed of light had truly remained constant since creation. The evidence shows that the speed of light has been changing on a cosine-squared curve meaning that right after creation (probably as part of the sin curse) it started changing very, very rapidly but that the rate of change has been decreasing in recent times causing the curve to flatten and becoming asymptotic. This probably means that this particular phenomena does not have any direct affect of our perception of time today. What we are all feeling probably more relates to what the Bible tells us about end-time events in that once these things begin to happen, they happen very rapidly which we all are currently witnessing.
