In the first article, Keith Weaver asserts, "All participating nations will have their agreements confirmed on January 1, 2007" -- but he cites no official source document or link.

On the second link (also Keith's), I only found this: "The Neighbourhood policy will engage significant resources: the offer of a stake in the internal market plus €15 billion in grants for the period 2007-2013."  Still nothing specifically about January 1.

The matter still seems nebulous and unconfirmed to me.
