If Moses is not the second witness, then why
did Peter prophesy of tabernacles (ie. bodies of flesh) for Moses and one
for Elijah ?

also not how scripture records Caiaphas' prophecy (John
11:49-51), and compare that record to Luke 9:33
1 Thess 5:19-21 Quench not the Spirit. Despise not prophesyings.
