The European Neighborhood Policy is at work via Javier Solana.  It will be a 'covenant with many' per Daniel 9:27.
This Neighborhood includes 25 EU members and 17 non-member states (including Israel, the PA...and has even affected Hamas). It reportedly will be a "7" year agreement beginning in 2007.  This agreement will have a mid term review in 2010.  (the breaking of the covenant).
 
Hamas has just recently been publicly stating they are in favor of "peace."
