This article called "New Member States Make Preparations For EU Presidencies" states "The team presidencies, which are part of the new Constitution, foresee three countries co-operating over 18 months under the control of a Council President."  It also lists the names of the 3 countries who will be cooperating as a team in 2007, and those the 3 countries who will be cooperating as a team in 2008.
