Relief Effort 'Must Be Co-Ordinated'

Former US President Bill Clinton urged countries to take a co-ordinated
approach to relief efforts today as a UN official warned that the Asian quake
tragedy could be one of the biggest natural disasters ever.
 
Mr Clinton said individual countries should target aid at specific areas.
 
"It is really important that somebody take the lead in this," he told BBC
Radio 4's Today programme.
 
"I think one of the problems is when everybody takes responsibility it's
almost like no one's responsibility."
 
Mr Clinton added: "Maybe what we should do is get countries or groups of
countries to take responsibility for specific countries that were hurt.
 
"I think if you did that you would have a better chance of seeing
responsibilities fulfilled even when the emotional tug wanes."
 
United Nations emergency relief co-ordinator Jan Egeland said a consolidated
appeal for development funding as well as emergency aid would be made early
in the New Year and a donor conference may follow.
 
"The damage is really beyond comprehension at the moment. It will be in
billions and billions of dollars or pounds," he said.
 
"The first wave of destruction has caused tens of thousands of deaths but the
second wave of misery is really caused now by the water and sanitation
systems."
 
Mr Egeland, from Norway, continued: "I think this may be the biggest natural
disaster ever.
 
"The world is much more heavily populated. The areas are much more heavily
populated than the tsunamis back when they were 30 or 40 or 50 years ago.
 
"A tsunami of this size happens once in a generation only. The population
explosion around the Indian Ocean has led to many, many more people being
exposed.
 
"So I believe that this is one of the worst natural disasters ever. Worse than
anything we have expected and we have not really seen the full devastation
yet."
