She was a native of Johnson City and a daughter of the late Ted Lee and Judy Jeanette Baines Frazier. Tara was a graduate of Happy Valley High School in 1991 and was an animal advocate and a loving mother. Survivors include one son, Charles Ivan Reaves of Johnson City; three brothers, Mike Hylmon of Jonesborough, Ted Frazier of Kingsport and Brian Street of Johnson City; her maternal Grandmother, Sue Frazier of Rogersville and numerous aunts, uncles, cousins, nieces and nephews.
