The Holy Spirit gave me the information that it would be the UN Security Council that fulfills the above verse. 

Diplomats said, however, that it was more likely the Security Council would agree on a statement in regards to Syria, with no warning of UN action. (tuesday Aug 2

2011)  Tuesday's second day of arduous talks ended with each country sending the draft text back to their national governments ahead of new negotiations on Wednesday(Aug 3).

 

International pressure on the Security Council to agree on a stand has mounted since weekend violence.  

UN Secretary General Ban Ki-moon vented his growing anger at Assad's refusal to acknowledge international criticism, particularly after the weekend military offensive in Hama. Which is still on-going.

EARTH-DIRECTED BLAST: Sunspot 1261 erupted on August 2nd at 0619 UT, producing a long-duration M1-class solar flare. At the peak of the event, the sunspot's magnetic canopy was beautifully illuminated by extreme ultraviolet radiation, shown here in an image from NASA's Solar Dynamics Observatory:

The blast hurled a CME almost directly toward Earth. Three spacecraft (SOHO, STEREO-A and STEREO-B) tracked the progress of the expanding cloud. Using data from those three points of view, analysts at the GSFC Space Weather Lab made a 3-dimensional model of the CME. According to their work, the cloud left the sun traveling 900 km/s and should reach Earth on August 5th at 0300 UT plus or minus 7 hours. Update: Further analysis of the CME from center disk earlier Tuesday suggests G1 (Minor) Geomagnetic Storm activity to begin very late (UTC) on August 4, and linger for approximately 24 hours. High latitudes may experience isolated intervals of G2 (Moderate) conditions

Polar geomagnetic storms are possible when the CME arrives.

In extreme cases, such storms can induce electric currents in the Earth that interfere with electric power transmission equipment. Satellite failures are possible and probable.

Power suppliers and the operators of oil pipelines and railroads are vulnerable.

It makes railway signals go haywire and rusts oil pipelines to the point that they may leak.

 

Syria Sends In Tanks to Storm Center of Rebellious City Published: August 3, 2011

BEIRUT, Lebanon — Ignoring global condemnation, Syria ordered its military to storm through the rebellious city of Hama on Wednesday after three days of shelling. Activists and residents there said that tanks, armored vehicles and snipers had seized the central square, in what appeared to be a decisive step by the embattled president, Bashar al-Assad, to crush opposition to his rule.

 

Remember the Lebanese Government is controlled by Hezbollah, who are vowing to wage war against Israel:

Syria is the supplier of arms to Hezbollah.

The city of Hama or Hamah, lies just north of Lebanon.  Does Assad concentrate Syria's Military Forces there under the pretext of crushing dissent?

All that the United Nations will do, is issue a statement on Assad calling for Peace and Safety.

His Military is left intact and he will use redirection.

We are back to the conflict spoken of in Psalms 83.
