I have never studied and meditated who the "he" is in the second part of Daniel 9:27.  The chiasm ascribes the second part of Daniel 9:27 to Jerusalem being destroyed.  My study has been about trying to understand the first half of Dan 9:27, Dan 12:11, and Matt 24:15-21.
 
How I see them meshing together.
Daniel 12:11 says there will be 1290 days from the time that the daily sacrifice is abolished until the abomination of desolation
 
Jesus says in Matt 24 when you see the abomination of desolation then the jewish people should run for the hills because then the great trib is going to start
 
So sacrifice has to be abolished, then 1290 days, then the abomination of desolation, then the great trib.  The 7 year peace treaty does not work with this unless the temple is already built and they are offering daily sacrifices.
 
Then back to Daniel 9:24-27.  I believe the 69 weeks of prophetic years took you to the death of Jesus.  Most people agree with this.  Then there is a break where the gospel is taken to the gentiles because the jewish people rejected Jesus.  Most people agree with this.  So this leaves 1 week of years left.  Daniel 9:27 speaks of 1 week of years.
 
It is assumed that Daniel 9:27 speaks of the final week yet it never says the 70th week or for the final week.  It just says for 1 week.
 
Jesus' ministry lasted 3 1/2 years from baptism to crucifiction.  If He was baptized on Simchat Torah like many people speculate it is exactly 1260 days to Nisan 14.  THe two witnesses are given exactly 1260 days also.
 
Did Jesus strengthen or confirm the covenant of Daniel 9:4?  Absolutely.  When He was crucified at the end of 1260 days and the veil was torn did He put and end to the daily sacrifice and offering?  Yes  When the 2 witnesses come to the jewish people to witness and protect during the great trib will God again be confirming the covenant with the jewish people.  Yes
 
So yes there is a final 7 years but Dan 9:27 refers to a week of years (that is split up just like the 70 are split up) just not the final 7.
 
So after 69 weeks the sacrifice was abolished by Jesus.  There was a break while the gospel went to the gentiles.  The 70th week restarted and 1290 days later (after the sacrifice was abolished) is the abomination of desolation on April 11, 2012.  The 2 witnesses will show up on the night of April 5th 2012.  THe great trib will then start after the abomination of desolation.
 
I do believe the antichrist does make a false peace with Israel, and then they later realize who he is.
I believe jerusalem will be divided Feb 6, 2011 and maybe that allows them to build the temple then
