Andy, here's where the 'crux' of the misunderstanding comes from, the "seventy weeks" are 62+7+1=70 "Shavuots' or Festival of Weeks" that always falls on the Hebraic calendar on Sivan 6!

 

The command to "restore and build Jerusalem" came on November 29, 1947 from a vote by the UN Security Council for the approval of the State of Israel to come into existence! Then on May 14, 1948 statehood was declared.

 

The FIRST OF "62" Festival of Weeks fell on 6 Sivan or June 13, 1948 and the 62nd fell on May 29, 2009.

 

Within the first "sabbatical week" of seven, the first of "7" Shavuots, fell on May 19, 2010 with the last of the "7" will fall on June 12, 2016, since "Daniels 70th week" ends the Jubilee year on October 3/4, 2016, within it the "1" or last "Shavuot" will fall on May 31, 2017 in the Millennium!  

So Andy, there's NO NEED to worry about adding a "Final 7 years" when THERE IS ONLY "1", remember this formula, 62+7+1=70 Festivals of Weeks or Shavuots.
