WASHINGTON [MENL] -- Despite numerous pledges, Middle East allies of the United States have failed to stop the flow of funding to Islamic insurgency groups.Officials said such U.S. allies as Egypt, Jordan, the Palestinian Authority and Saudi Arabia enable the flow of funds to insurgency groups, including those fighting the U.S.-led coalition in Iraq. They said some of these countries have also failed to fulfill a pledge to establish a financial intelligence unit to trace insurgency funding.
"Neither the Palestinian Authority nor Jordan have financial intelligence units," Deputy Assistant Secretary of State Daniel Glaser said. "We are still waiting for Jordan to enact a law that gives them the authority to establish a financial intelligence unit."
Officials said the Bush administration has approached Jordan as well as other U.S. allies in the Middle East to impose controls on banking that would track funding. They said these countries do not have comprehensive anti-money laundering laws.
