Lots of things can cause a spike in birthrates:
 
If you are near a military base or Reserve/National Guard unit, there is often a spike in births 9 months after a deployment begins and 9-10 months after the unit returns from a deployment.  Did you have a large number of firefighters return from fighting the huge forest fires last October or November?  A large layoff?  Blizzard?  Natural (or other) disaster?
 
There was a spike 9-10 months after 9-11.  If people are spacing their children 2 years apart, then a spike this summer could be expected (2 years after summer 2002), although I would have thought starting in June for this, not August.
 
What happened 9 months ago?  (November 2003):
     Off-year elections
     Bush signed the ban on partial birth abortion (maybe God decided to bless us with
               more babies as a reward?!!!)
     Bush thanked firefighters
