Hebrews 11:1 defines faith because faith is characterized by its observable effects.
In the same way, Jesus says,
    "'By this all will know that you are My disciples, if you have love for one another.'"  John 13:35
 
We are known by what we do.  This is nothing more or less than the scientific method.
 
Unbelievers are wont to test professing Christians, to see if we have the right stuff.
 
This is why James, the half-brother of Jesus says,
    "You see then that a man is justified by works, and not by faith only."
 
Thus, God is not God because He can or might do something.  The LORD says of Himself,
    "''My counsel shall stand, And I will do all My pleasure.'"
 
So we say with the writer to the Hebrews,
    "By faith we understand that the worlds were framed by the word of God, so that the things which are seen were not made of things which are visible."  Hebrews 11:3
