Shawn, here’s my first impression on seeing the picture 

I see an arm thrust through the body of a wolf (behind his laid-back ears); the hand is holding a human form under an eagle’s wing.

It may be that both your interpretation and mine are sent as signs to comfort those who are anxiously waiting……
