I have been trying to understand the significance of the 13th day of the month because it needs to fit with Haman's extermination order for the Jews (in the book of Esther) which was officially declared on the 13th day of the 1st month of Abib.
 
About knowing the time of day in Jerusalem.  Sometimes I set my computer clock to Jerusalem time so as to keep track of what time it is there.  I have plenty of clocks to tell me what time it is where I live.  Setting the computer clock to a different time zone is easy to do.
