"Cook County Illinois (Chicago) Has Domestic Partnership Rules - What a Farce"

Note that these agreements can be terminated by either party on thirty days separation and filing a notice of termination.  This is almost like the Muslim custom of saying I divorce you three times. There is no commitment.  There is no laws regarding continuing legal or financial responsibility.  There is no requirement of an intention to enter into a life long commitment ("intend to remain in such a relationship").  Why do they say that you can't be related by blood?  It would seem that for homosexual "domestic partnerships" they can't have children so why this limitation?  Are they afraid that given the definition (close committed relationship - not requiring a sexual relationship) family members might want to form a partnership so that they could get benefits for the other family member.  Is this discrimination against family members that are not homosexuals that may want to collect on health insurance etc.
